Japan Business Manager Visa in 2026: A Registrable Office Address Is Not Enough

更新日: 2026-09-12 / 最終確認日: 2026-09-12

The Business Manager framework changed significantly in October 2025

Foreign entrepreneurs often ask real-estate agents for an office where a Japanese company can be registered. However, an address that can legally be used for corporate registration is not automatically a premises arrangement sufficient for immigration purposes under the Business Manager status of residence.

Japan’s Immigration Services Agency states that revised Business Manager landing-permission criteria took effect on October 16, 2025. Major elements include the existence of business premises in Japan, employment of at least one qualifying full-time employee, business scale represented by capital or equivalent of at least JPY30 million, and Japanese-language capability at approximately B2 level or above held by the manager or a qualifying full-time employee. Criteria relating to the applicant’s academic qualifications or management experience also apply.

Check before signing an office lease

  • Does the lease permit the intended business use?
  • Can genuine business activities be conducted at the premises?
  • Can the company display its name and receive mail and visitors?
  • Does the property satisfy premises requirements for any industry licence?
  • Is the lease term consistent with the business plan?

An advertisement stating that a serviced or small office is “company-registration permitted” does not guarantee immigration approval. Immigration authorities assess the substance of the business using the application as a whole. Entrepreneurs should therefore have the proposed premises and business plan reviewed by an appropriate immigration professional before committing to a lease.

Transitional treatment applies to certain existing residents

The Immigration Services Agency has published transitional treatment concerning renewal applications during the three years following implementation for people already holding Business Manager status before the amendment. This should not be interpreted as meaning that existing managers can ignore the revised framework for three years.

In 2026, business planning, capital, staffing, language and experience requirements, industry licences and premises should be designed as one integrated project rather than renting an office first and considering immigration requirements afterward.
