Japanese Mortgages in September 2026: Focus on What You Can Repay, Not Maximum Borrowing
The financing environment has changed
The Bank of Japan raised its target for the overnight uncollateralized call rate to around 0.75% in December 2025 and maintained that level in subsequent 2026 policy decisions. Homebuyers should therefore avoid relying unquestioningly on affordability assumptions developed during Japan’s earlier ultra-low-rate environment.
Fixed-rate products provide a useful benchmark
According to the Japan Housing Finance Agency, September 2026 Flat 35 rates for terms of 21 to 35 years range from 3.46% to 5.69%, with 3.46% the most common rate before considering applicable preferential structures. Certain qualifying households and homes can receive temporary rate reductions. Flat 35 is for qualifying residential use and cannot be used to finance the acquisition of investment property.
Variable versus fixed is not merely an interest-rate forecast
A borrower considering a variable-rate loan should calculate not only today’s payment but also the household impact if the applicable rate were one or two percentage points higher. A fixed-rate loan may begin at a higher rate but offers greater certainty over future payments. The appropriate choice depends on income stability, loan term, cash reserves, education costs and other household obligations.
Too large a down payment can also create risk
Using nearly all available savings to minimize borrowing can leave a household without sufficient liquidity after purchase. Moving, renovation, furniture, taxes, condominium charges and unexpected repairs all require cash. A lower loan balance is not automatically safer if the household has no emergency reserve.
Separate bank approval from personal affordability
The amount a lender is willing to advance is a credit decision, not a guarantee that the household should borrow that amount. Evaluate total housing cost, including property tax, management fees, repair reserves, insurance and future maintenance.
Next step
Before making a purchase offer, prepare repayment schedules under several interest-rate scenarios and compare today’s payment, stressed payments and the cash remaining after closing. Sustainable repayment capacity is more important than the maximum approved loan amount.
