Can Foreigners Buy Property in Japan? A Practical Guide to Ownership and Registration

更新日: 2026-08-31 / 最終確認日: 2026-08-31

Last verified: August 31, 2026

Japan’s real-estate registration system expressly provides procedures for foreign individuals and foreign entities residing outside Japan to become registered owners of real property. Foreign nationality or overseas residence, by itself, is therefore not treated as a reason that a person cannot be recorded as the owner under these registration procedures.

Conclusion

Foreign buyers and non-residents can be registered as owners of Japanese real estate, subject to the applicable registration procedures. However, ownership eligibility is separate from mortgage approval, international remittance, identity verification and document requirements.

Registration points for overseas residents

For an overseas resident becoming the registered owner, the Ministry of Justice requires information concerning a contact person in Japan. If there is no such contact person, the application may state that fact. Overseas foreign individuals and entities must also provide address-certification information under the Ministry of Justice rules.

Typical purchase process

  1. Set budget and purchase criteria.
  2. Select a property and review title, management and legal conditions.
  3. Submit an offer and negotiate terms.
  4. Receive the explanation of important matters and sign the sale contract.
  5. Arrange funds and transaction costs.
  6. Complete settlement and ownership-transfer registration.

Non-resident buyers should confirm identity and address documents, remittance arrangements and registration documents early in the transaction.

Ownership and financing are different issues

Being able to own property does not guarantee mortgage availability. Lending criteria differ by financial institution and may depend on residence, immigration status, income, employment, equity contribution and the property itself.

Frequently asked questions

Can I register ownership if I live outside Japan?

Yes, the Ministry of Justice provides registration procedures for overseas residents, including additional address and domestic-contact information requirements.

Do I need a Japanese residence card to own property?

Property registration and immigration status are separate legal systems. In practice, the transaction still requires appropriate identity, address, funding and compliance documentation.
